If block a range of IPs, how can I except an IP address? (Access Guard)

Example: block 192.168.1.1~192.168.1.254, but except 192.168.1.100.

1. Make a block rule:
Choose "NETMASK/PREFIX LENGTH"
IP(IPV4/IPV6):192.168.1.1
NETMASK/LENGTH:255.255.255.0
POLICY: DENY

2. Make the except rule:
Choose "IP address"
IP(IPV4/IPV6):192.168.1.100
POLICY: ALLOW

3. Drag the except to the top of rule list.
